PPAReading view of French Foreign Affairs Minister Jean-Marc Ayrault urged Cambodia to pursue governance that respects the rule of law, multiparty democracy and human rights as well as paper produced by Lok Sivhuoch and Joakim, and Phnom Penh Post, Paris Peace Agreement has been used to advance rule by law or rule by man, not rule of law, at all.

Through my personal observation, PPA has been impregnably manipulated by both UNTAC and Cambodia government.
  1. Government-led party CPP has not framed PPA as its core policy to produce great legacy for its effort in nation-state building at all. Sometime, the party valued it, but sometime not, and sometime take it half by leaving other half to limbo. Today, MOFAIC has taken great initiative to commemorate the day of this 25 years anniversary while the implementation especially from PM’s Cabinet is widely in contrast.
  2. Minister Prak Sokhon stressed that PPA has already been inscribed within the Constitution. With this argument, I believe, government is testing the ingenuity of the agreement rather than opening heart to expand the spirit of PPA. This matter, I am wondering why the party is regressing PPA?
  3. PPA’s goal is to bring about sustainable development, in which it is in contrast to PM’s view as well as view of head of government’s HRC, to maintain Cambodia in a pace of peace so that this country can build human rights. I think this argument is absolutely regressing PPA’s spirit and politicians are lying to themselves in front of well-informed citizens.
  4. Not to mention many loopholes to uphold PPA, the National Election Body which is a key factor to guarantee democracy and will of the people, the NEC that was created since 1998 and afterward, has been absolutely viewed as unprofessional, exclusive and controlled by the government-led party. Thus, I am concerned on CPP’s policy to exclude diaspora Cambodians by banning them from joining the elections. This effort is contradictory to the 1993 election monitored by UNTAC which allowed voters registration and voting participation of diasporic Cambodians.

Summary of the 22nd Anniversary of PPA Commemoration

Op-Ed: Khmer Youth Association

Dear Speakers, Participants and Friends;

PPA_Anniversary_23_October_2013_284029We were successful on commemorating the 22nd year of the Paris Peace Accord on Saturday, October 26, 2013 or we can say 3 days late as the Peace Agreement was born on October 23, 2013. The commemoration environment was in a set of friendly seminar room in which speakers and participants learnt greatly on the historical and educational messages of this day. This classroom-like commemoration has allowed us to be deeply seated into a strong will, commitment and endurance to bring this agreement to light for the collective interest of mankind.

The speakers are represented by community leaders, policy advocates, politicians, educators, teachers, researchers, change catalysts and social activists. While the speeches laid various disciplines and information but the conclusion message of those speeches are Peace Building, Capacity Building, Post-War Trauma Healing and Individual Inner Peace Development.

We thank with sincere gratitude and appreciation for those who shared with us wisdom and spirit in this Peace Commemoration. May you be rich by inner peace and enlightenment.

            Khmer Youth Association of Alberta would like to solemnly announce to the Khmer youths and compatriots, either inside or outside Cambodia, to hold or participate with the 22nd Anniversary of Paris Peace Accord: 23 October 1991 – 23 October 2013 collectively.

Paris Peace Accord is the advancement of modern history of Cambodia. This day has the same value of that glorious civilization of the Great Khmer Empire during Angkorian period.

Our compatriots can conduct this commemoration as individual, family, friend, group, association or community by observing or updating news about this day, share messages among networks, directly communicate with siblings-children-friends, petition, thumb print or sign petitions, attend seminar/conference/lecture, participate with nonviolent mass demonstration, or conduct a ceremony by inviting Buddhist monks to offer a Jayanto blessing.

May all Khmer compatriots are blessed by the four wishes of Lord Buddha: Longevity, Beauty, Happiness and Strength.

Summary of 21st Anniversary of Paris Peace Agreement

This year is the third year Khmer-Canadian Youth Association celebrated the anniversary of Paris Peace Agreement (PPA). This year, the theme focused on “How peace mean to us? And how we can build peace?”

Many speakers who come from various disciplines and different backgrounds shed us light and gave us great input on this Peace Commemoration.

Sophan who is the president of the Youth Association and chair of the PPA Commemoration committee stressed on the importance of PPA comparing to the great civilization of the Angkor Era. He also valued the PPA as the renaissance of Cambodia. Further to his statement, the Youth will keep organize the Peace Commemoration annually to provide public with right understanding and help build peace together collectively. This concerted effort will not only ensure that Cambodia can get fruition from the PPA, the world will also share this peace process.

MP Wayne Cao who is the member of parliament of Alberta government gave us a great importance on the decline of two countries who signed the PPA but Cambodia is still alive. The Russia union and Yugoslavia have been split, but he observed that Cambodia has been stronger by the PPA. He emphasized that the cold war has been died while the connectivity of people in the world has become more visible. On his sight back home of birth in Vietnam, Mr. Wayne Cao reflected on his life and his friend which both have born in the same location but made a living in different situation of political circumstance and economic development. Mr. Wayne highly appreciated the Peace Commemoration and he will join this celebration in years to come.

Ms. Janyce Konkin who has extensively worked in Cambodia for “Initiative for Change” described the importance of building peace within individual first before expanding it to others such as family, community, nation and the world. In this context, Janyce shed us insight on both practical knowledge and academic theory. As her MA major focused on peace research, her conclusion wholly rests on individuals who must initiate peace within themselves first before outreaching to others. But she accepted the original interdependent of inside peace affects outside peace, and outside peace also affects inside peace. Her theory is not different from that of Lord Buddha and late Cambodian monk Maha Ghosananda. For the PPA, according to Janyce, it is a good instrument for peace development in Cambodia.
